SIR DAVIES’ REPORT: GoG RESPONSE:

The Sir Michael Davies’ Report on Parliament Needs Analysis in the public domain and has attracted the attention of many.

The Administration’s initial reaction was one of “reservation” based on its contention of failure to be consulted by Sir Michael.

The Administration did not join in the public discussion about the content of the Report.

The Administration has now formally communicated its earlier view to the Commonwealth Secretary General through its Special Envoy, Sir Paul Reeves. In that communication, the Administration highlighted its insistence on having its views solicited and its preparedness to continue working with the Secretariat to have that done.

Obviously, the PPP/C Administration can have no further interest in the Report as presented. A cursory examination of the document has revealed many areas where the author has exposed the pitfalls of not properly consulting.

His account of the role of Parliament and the Independence of Parliament from the Executive in the Guyana context reflects one such pitfall.

His contention about Executive interference and control of Parliament is another.

As communicated to the Commonwealth Secretariat, the Administration is prepared to work with the author to address the shortcomings of the Report.

 

UPDATE ON IMPLEMENTATION RECOVERY ASSISTANCE PACKAGE

Under Mr. Robeson Ben’s coordinator-ship, the work of implementing the short-term Recovery Package for victims of the flood disaster of 2005 is gathering momentum.

Mr. Benn presented his first report to Cabinet since the establishment of the Secretariat.

The report focused on the following:-

Cabinet examined his report and approved the initial financing arrangements for meeting the planned expenditure, by which resort would be made to the Contingency Fund of the Consolidated Fund for advances as provided for in the Constitution of Guyana and FMAA.

The Secretariat is continuing its work to meet the deadlines for the provision of the grants.

 

ACCOUNTABILITY FRAMEWORK

One of the more persistent observations arising from the heightened presence of PPP/C Ministers in the ten Administrative Regions, at the community level has been the weakness on managing information flows for the effective and efficient implementation of Government programme of delivery of goods and services.

In too many cases, issues of implementation of significance to communities involving Government Sectors fail to be properly addressed because of delays in information flows.

Cabinet, in that regard, has concluded its review of the situation and adopted a measure to be called the “ACCOUNTABILITY FRAMEWORK”.

Under this new regime, the linkages between Administrative Regions, Ministry of Local Government and Regional Development/Sector Ministries and Cabinet will be reinforced by mandatory submissions upwards of structured sectoral reports about issues and events by REOs.

The reports outlining issues and actions to be taken will be forwarded through Local Government and Sectoral Ministers to Cabinet.

The frequency of those submissions to Cabinet was settled at once monthly

Steps would now be implemented to operationalize the new Accountability Framework.
